Cost Estimating

Keville Enterprises, Inc. routinely provides cost estimating services on public projects. We have full time dedicated cost estimators on staff who have decades of experience in providing conceptual cost estimating, capital cost estimating during design, bid estimating for construction contractors, and change order/claims estimating.

KEI’s Cost Estimators are experienced in developing capital cost estimates for Transit/Rail, Heavy/Highway, Roadway, Airport, Utilities, Site Work, Paving, Electrical, and Building construction projects. In addition to our full time dedicated cost estimators, all of KEI’s Contract Administrators, Claims and Change Order Analysts, and Schedule Analysts constantly prepare and review cost estimates as an integral part of their daily work. Most of these individuals have cost estimating experience in many of the 16 Divisions of the CSI cost codes. Accordingly, Keville Enterprises has a wide pool of experience and knowledge in both capital cost estimating and claims/change order estimating that can be used as different estimating needs arise, and our people are familiar with current industry costs.

Keville Enterprises develops preliminary capital cost estimates based on conceptual design elements, at appropriate points during design development. As the design is further developed and refined, additional levels of detail are added to the cost estimate. Final detailed cost estimates are performed by conducting a detailed quantity take-off from the final design documents, and by developing the crews, equipment, and production rates that a construction contractor would reasonably use to execute the construction of the project. By using this approach, the detailed cost estimates contain the appropriate level of detail for all crews, equipment, and production rates which: provides a built-in assurance that the project can be built at the estimated price; allows the detailed cost estimate to be used as the basis for developing an owner’s as-planned schedule; and allows the estimate to be used as a baseline for reasonable as-planned prices and as-planned production rates should any claims or change orders arise during the course of the work.
